Dr Philip Blosse (1943-2025)

Phil joined the Hayling Scouts as a Cub and continued in the Scouts and Senior Scouts achieving the "Queen's Scout Award". He continued with his Scouting as an Assistant Leader until moving away from Hayling for his work.

He returned to the Island with his family in 1979 and soon found himself back in the Group as a member of the Group Executive Committee. In 1984 he became the Group Chair, a position he held until 2017. He was also the Deputy Chair of Havant District Scouts from 1985 to 1993.

Phil's leadership as group chair was always founded on:- "The role of the Executive Committee is to ensure that the Leaders have the facilities and equipment they need to provide fun and adventurous Scouting in the safest possible way".

Phil was instrumental in many changes, that developed Scouting on Hayling Island. These included HQ facilities projects, evolving fund raising to maximise the opportunities (e.g. Book Sales, Xmas Fayre), seeking alternatives for financial support for big projects (e.g. Lottery applications, Grants and donations), and helping the Leaders to become more self sufficient (e.g. with transport, Photcopying, activity and camping equipment).

Phil also enjoyed watching young people having fun and achieving, so would be found taking part in Group camps and fun days, joining in enthusiastically with many of the activities on offer.

His exceptional contribution was recognised with the award of the Bar to the Silver Acorn, one of the highest awards presented to adults in Scouting.

Phil's enthusiasm, professionalism and sense of humour will be sadly missed by all who knew him over his many years in Scouting and our thoughts and prayers are with Val and his family at this sad time.

 

Messages of Condolence

We worked together in Scouting, longer than either of us would have spent with the same colleagues at work. Scary! However, every moment was a pleasure and even though I probably drove you mad sometimes, we achieved some incredible things together and it is my privilege to be left with memories of these and lots of fun times we had in each others company.

Phil was a real credit to 3rd Hayling Scouts - Nothing was too much trouble and his passion and dedication to Scouting was incredible. Condolences to all his family and his friends. Phil will be missed by many. Rest in peace - Thank you!

A lasting memory of my very first Scout camp in 1963, was Phil striding down a New Forest ride to organise the afternoon wide games. To a tenderfoot Scout, he really impressed me with his skill & knowledge about the game of Scouting at that camp and inspired me to keep scouting. Back with the Group in 1984 Phil’s work with executive committee transformed the group, his mantra was always to support the leadership to provide activities, training and fun to our youngsters. Phil and his committee took us from the original hall to the twin hall complex we have today, from bob-a-job and jumble sales to lottery grants and book sales. And always Phil typified the scout laws ‘friendly and considerate’ and ‘a brother to all scouts’; and certainly ‘made good use of his time’ in furthering scouting on Hayling.
